The Bucks County SPCA (BCSPCA) is seeking a seasoned, mission-aligned Executive Director to guide the organization’s next phase of growth and impact.
BCSPCA is a private, nonprofit animal welfare organization that has been serving Bucks County, Pennsylvania for more than a century with a mission of assisting animals in need and preventing suffering through rescue, rehoming, cruelty investigation and prosecution, and community outreach.
Sustaining an average Live Release Rate of 90% or greater, BCSPCA serves a wide range of stray and surrendered domestic pets, as well as abused and neglected farm animals rescued through an active Humane Law Enforcement program. Public programs include 24/7 emergency rescue for injured strays, spay and neuter services for feral and owned pet cats, free and low-cost behavior support, and referral-based surrender prevention and owned-pet assistance.
ORGANIZATION HIGHLIGHTS
- Annual operating budget of approximately $4 million
- 40 staff (23 full-time, 7 part-time)
- Nearly 300 active volunteers, including more than 120 foster homes
- Over 2,500 animals housed annually, with hundreds more served through community programs
- Two animal care centers located in Lahaska (New Hope) and in Quakertown. The latter includes barn facilities.

POSITION HIGHLIGHTS
The incoming Executive Director will inherit a strong, healthy organization supported by an experienced leadership team with expertise in fundraising and communications, shelter medicine, animal behavior, cruelty investigation, animal welfare operations, and community outreach.
KEY RESPONSIBILITIES
Leadership & Organizational Management
Provide strategic, mission-driven leadership for the organization, overseeing a multidisciplinary leadership team that includes shelter operations, veterinary medicine, animal behavior, humane law enforcement, communications, development, and community outreach. Foster a collaborative, inclusive, and high-performing culture, ensure operational continuity across departments, and support humane law enforcement efforts as a trained Humane Society Police Officer.
Board Partnership & Governance
Serve as the primary liaison to the Board of Directors, preparing comprehensive monthly reports and partnering with the Board and its committees to support effective governance, policy implementation, and strategic initiatives.
Financial Management & Compliance
Provide overall financial stewardship, including annual budgeting, long-term financial planning, and oversight of payroll, benefits, and retirement plans. Work closely with finance partners and ensure compliance with all applicable local, state, and federal regulations, reporting requirements, and fund restrictions.
Facilities Oversight
Provide executive level oversight across multiple facilities, including capital projects, maintenance, safety systems, and major repairs. Coordinate with senior staff, contractors, and regulatory authorities, and approve significant expenditures in collaboration with the Board.
Community Engagement & Fundraising
Serve as a visible and trusted ambassador in the community. Build and maintain strong relationships with donors, funders, partners, and stakeholders, and play an active role in major gift fundraising and community engagement efforts.
Human Resources & Staff Development
Support recruitment, onboarding, performance management, and professional development of staff. Promote employee engagement, recognition, and retention while exercising sound judgment and confidentiality in all personnel matters.
IDEAL CANDIDATE PROFILE
- Mission-driven nonprofit executive leader, with sound judgment and the ability to balance strategy, operations, and people in a complex environment
- A deep commitment to animal welfare, with the credibility to support sheltering, veterinary, behavioral, outreach, and humane law enforcement programs; senior nonprofit leadership experience in animal welfare and a current CAWA credential preferred
- Proven experience overseeing complex, multi-site operations through strong systems, clear expectations, and empowered leadership teams
- Accomplished strategic thinker with the ability to adapt thoughtfully to change, and lead organizations through growth or transition
- Strong financial acumen, including budget oversight, financial analysis, and long-term planning within a regulated nonprofit setting
- Demonstrated ability to work in close partnership with a governing board, supporting transparent communication and clear governance boundaries
- A people-centered leadership approach that builds trust, develops senior leaders, and fosters an inclusive, accountable workplace culture
- Capacity to serve as a visible and authentic ambassador, representing the organization in private and public settings
- Proven success with relationship-based and major gift fundraising
EDUCATION and/or EXPERIENCE
- Bachelor’s degree required; advanced degree preferred.
- Significant senior leadership experience in animal sheltering or animal welfare organizations required.
- Comparable nonprofit executive leadership experience may be considered with demonstrated understanding of shelter operations, regulatory environments, and animal welfare best practices.
- CAWA (Certified Animal Welfare Administrator) designation preferred.
WORK EXPERIENCE and TECHNICAL SKILLS
- Demonstrated success in executive-level nonprofit leadership.
- Proven fundraising experience, including major gifts.
- Strong financial acumen, including budgeting and financial reporting.
- Experience leading multi-site operations.
- Excellent interpersonal, communication, and relationship-building skills.
- Ability to manage multiple complex priorities simultaneously.
- High level of integrity, discretion, and sound judgment.

COMPENSATION & BENEFITS
Salary: $150,000 - $180,000
